Amends the definition of "eligible business activity" under Hawaii's enterprise zone program to include processing of value-added agricultural products grown within an enterprise zone.

Expands renewable energy eligibility to include all types of renewable energy development or production (not just wind power) that demonstrate greenhouse gas emissions substantially lower than fossil fuel, for sale primarily to public utilities.

Explicitly excludes medical cannabis dispensary activities pursuant to chapter 329D from qualifying as eligible business activities under the enterprise zone program.

Takes effect June 30, 3000.
