Requires securing mooring lines from vessels requiring tug assistance to state commercial docks, wharves, piers, quays, bulkheads, and landings be performed by an operational stevedoring company currently operating in Hawaii.

Exempts vessels undergoing shipyard or boatyard operations necessary for drydocking, hauling, launching, or shifting from the stevedoring company requirement.

Adds new section to Chapter 382, Hawaii Revised Statutes, authorizing the Department of Transportation to regulate stevedoring labor services for vessel mooring.

Amends Section 266-2, Hawaii Revised Statutes, to define "stevedoring company," "commodity," "manifested cargo," "shipyard," "boatyard," and "tug" for purposes of harbor management authority.

Takes effect on July 1, 2050.
