Amends Hawaii Revised Statutes Section 302A-1706(c) to allow appropriation of up to the full balance of moneys available in the school facilities special fund each fiscal year.

Transfers an unspecified amount of general revenues to the school facilities special fund for fiscal year 2023-2024 (original Act 257 authorized $200,000,000 for 2022-2023).

Appropriates funds from the school facilities special fund in fiscal year 2023-2024 to expand pre-kindergarten access through construction of new facilities, renovation and expansion of existing facilities, and other capacity-building costs.

Removes the lapse provision from Act 257 that would have caused unencumbered appropriations to lapse as of June 30, 2024.

Becomes effective July 1, 2050.
