Exempts kindergarten students enrolled in Hawaiian language immersion programs from mandatory statewide kindergarten entry assessments.

Requires parents/guardians of kindergarten entrants to disclose the primary language medium of their child's previous early learning program and any additional languages taught alongside it.

Expands the Hawaiian Language College's authority to provide oversight, establish standards, determine assessments, set staff qualifications and training requirements, and grant exemptions needed for Hawaiian language revitalization.

Exempts service providers teaching solely in Hawaiian from accreditation requirements under the Preschool Open Doors Program.

Exempts laboratory school programs of the Hawaiian Language College from charter school early learning program requirements, though the college must annually work with programs to improve outcomes and share data with relevant state agencies.
