SB 832 Summary

• Authorizes counties to transfer land to the School Facilities Authority without public auction, sealed bids, or public notice, with consideration and terms agreed upon by both parties, subject to a public hearing with at least ten days' notice.

• Exempts the School Facilities Authority from county property assessments and all state taxes.

• Grants state and county agencies authority to provide services to the School Facilities Authority upon request.

• Expands School Facilities Authority powers to include engaging in commercial enterprise activities for revenue generation, contracting for leasing and property management of housing projects, adopting zoning rules that supersede local ordinances, and subdividing property.

• Establishes a deadline for the City and County of Honolulu to convey fee simple interest in fourteen school properties (including Castle High, Kahuku High, Campbell High, Waianae High, and others) to the Department of Education.
