Repeals section 304A-2101(a) of Hawaii Revised Statutes that required general fund budget appropriations for the University of Hawaii to be between 3 and 5 times the estimated regular tuition and related fee revenues for that fiscal year.

Clarifies that the repealed provision was guidance or an expression of intent from a previous legislature and did not legally bind the current legislature to specific appropriation amounts.

Retains requirements that any general fund appropriation for the University of Hawaii must consider fiscal condition of the state, enrollment, access to educational opportunity, the mix of resident and nonresident students, and community service and noninstruction programs.

Maintains protections preventing the governor or director of finance from using University of Hawaii tuition and fee revenues as justification for reducing budget requests unless the university requests such a reduction.

Becomes effective on July 1, 2023.
