Authorizes the issuance of special number plates commemorating Malama Puuloa, a nonprofit organization dedicated to restoring Puuloa (Pearl Harbor) to ecological abundance through community-led restoration efforts.

Director of Finance of Honolulu, in consultation with other county directors of finance, police chiefs, and Malama Puuloa's executive director, shall establish a special number plate design containing words or images recognizing the organization and meeting standard plate requirements.

Special number plate design must not infringe on intellectual property rights, display obscene content, advertise commercial products, promote religious beliefs, or promote philosophies based on prejudice.

Revenue from special number plate fees, including a fundraising fee determined by the Director of Finance in consultation with Malama Puuloa, shall be deposited in a separate county budget account and directed to fund restoration of Puuloa.

Director of Finance may revoke all special number plates if fewer than 150 registered owners obtain them within three years of initial issuance; effective date July 1, 2050.
