Establishes a workforce development and support center within the Executive Office on Aging to address Hawaii's health care workforce shortage and support caregivers.

Center may develop a workforce pilot project providing paraprofessional development courses, career advancement pathways, management and leadership training for employers, and standards for non-clinical direct care workers in long-term services and supports.

Center shall provide caregiver support through education and training, incorporate active aging programs for caregiver health and well-being, and develop a statewide recruitment campaign targeting individuals interested in health care careers.

Appropriates an unspecified amount in general revenues for fiscal years 2023-2024 and 2024-2025 to establish and operate the workforce development and support center.

Takes effect on December 31, 2050.
