Exempts parking lot operations at state parks from bidding requirements for concessions operated on public property.

Exempts operation of concessions at state parks designated by the board of land and natural resources as environmentally, culturally, historically, or operationally unique and supported by nonprofit corporations from bidding requirements.

Allows community and place-based nonprofit organizations to manage state park concessions and parking operations through long-term partnerships without competitive bidding.

Based on the successful Haena State Park model, which reversed overcrowding, increased state parks revenue, and created 35 new jobs on Kauai.

Takes effect upon approval.
