S.B. 965 - Green Transportation Infrastructure

• Establishes green infrastructure objectives for transportation planning to minimize stormwater runoff, reduce urban heat island effects, provide shaded transit, and reduce greenhouse gas emissions.

• Requires transportation infrastructure planning to incorporate green infrastructure and adopt uniform best practices for tree planting and maintenance following ANSI A300 standards.

• Mandates non-travel surfaces and appurtenances be finished with standardized paint schemes to blend with Hawaii's natural environment and enhance sense of place.

• Creates a green transportation infrastructure task force with representatives from state agencies, universities, and community organizations to develop best practices and submit reports by 2024 and 2025.

• Effective July 1, 2050, with sections establishing the new infrastructure requirements effective June 30, 2052.
