Requires the Department of Education and State Public Charter School Commission to collect data on EXPRESS county bus pass usage for public and charter high school students, including monthly first-time users, active cards, blocked/replaced cards, billing amounts, and usage patterns by hour and day of week.

Mandates annual reports to the Legislature beginning with the 2024 regular session, submitted at least 20 days before each legislative session convenes, including findings, collected data, and any proposed legislation.

Appropriates unspecified amounts from general revenues for fiscal years 2023-2024 and 2024-2025 to the Department of Education to provide bus passes for all public high school students.

Appropriates unspecified amounts from general revenues for fiscal years 2023-2024 and 2024-2025 to the State Public Charter School Commission to provide bus passes for all charter high school students.
