Requires rental car companies operating at state facilities to pay for or reimburse the State for electric vehicle charging infrastructure beginning January 1, 2028, either by constructing new stations or using existing state infrastructure.

Establishes a task force composed of state agency directors, legislative leaders, and industry representatives to develop a plan for implementing electric vehicle charging infrastructure to support 100% electric vehicle rental fleets by 2035.

Task force shall submit annual reports to the Legislature beginning with the 2024 session, with a final report due by the 2028 session, and shall cease to exist on December 30, 2027.

Addresses the transition of Hawaii's rental car fleets to zero-emission vehicles in alignment with major vehicle manufacturers' phase-out plans and regulations in California, New York, and Europe by 2035.
