Requires the Department of Land and Natural Resources' Division of Aquatic Resources to submit an annual report to the Legislature beginning in 2025, summarizing expenditures of Wildlife and Sport Fish Restoration program funds for the preceding year.

Report must include the recipient and purpose of each expenditure from the federal Wildlife and Sport Fish Restoration program (Pittman-Robertson Dingell-Johnson/Wallop-Breaux program).

Annual reports must be submitted no later than twenty days prior to the convening of each regular legislative session, beginning in 2025.

Establishes legislative oversight of over $10,000,000 in annual federal funds received by Hawaii for sustainable fishing, hunting, and wildlife conservation.

Effective date: July 1, 2050.
