Requires the Department of Agriculture to establish, implement, and administer a state meat and poultry inspection program in place of relying solely on federal USDA inspection

Department must consider statutory authority, food safety regulations, inspection issues, product sampling, staffing and training, animal humane handling, compliance, laboratory methods, civil rights, and financial accountability when establishing the program

Appropriates unspecified general revenue funds for fiscal years 2023-2024 and 2024-2025 to establish and operate the inspection program

Department must submit a report on findings and recommendations, including proposed legislation, to the legislature no later than twenty days before each regular session convenes

Effective date is July 1, 2050
