Establishes a Traffic Fines Task Force to be convened by the judiciary to study Finland's proportional traffic fines system and determine feasibility of implementing a similar system in Hawaii.

Task force membership includes the Chief Justice (chair), Attorney General, Director of Taxation, Director of Public Safety, two county police department representatives, one cargo industry representative, and other members as assigned.

Task force members receive no compensation but are reimbursed for necessary expenses; members are exempt from Hawaii Revised Statutes Chapter 84 conflict of interest provisions solely for task force participation.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than 40 days before the 2024 regular session convenes, and dissolves on June 30, 2024.

Appropriates unspecified funding from general revenues for fiscal year 2023-2024 to establish and operate the task force; appropriation takes effect July 1, 2023.
