Highlights threats posed by illegal dumping to schools including Waipahu Elementary School and Waipahu High School, and concerns about contamination of soil, water sources, and roads.

Calls for action through education, enforcement, and community involvement to mitigate environmental and health risks and restore community pride in maintaining a clean environment.

Requires certified copies of the resolution to be transmitted to the Commander of Joint Base Pearl Harbor-Hickam, Governor, Director of Transportation, Director of Health, Mayor of Honolulu, and Director of Department of Facility Maintenance.
