Urges the Department of Education to supply all public school classrooms with Narcan or another naloxone product by September 1, 2024.

Cites data showing over 80,000 opioid-related overdose deaths in 2020 and notes that naloxone administration can prevent these deaths.

Notes that naloxone has been FDA-approved and used by emergency medical services for over 40 years to reverse opioid overdoses, with no abuse potential.

References Honolulu ordinance section 34-16.2 requiring certain liquor-selling businesses to maintain two doses of naloxone on premises as precedent for widespread availability.

Directs transmission of certified copies to the Superintendent of Education and Chairperson of the Board of Education.
