S.C.R. NO. 118 Summary

• Department of Health requested to convene a Health Care Facilities Labor Standards Working Group to research and recommend best practices for labor standards at hospitals, care homes, and dialysis facilities.

• Working group directed to assess potential benefits and impacts of implementing minimum staffing standards, hospital staffing committees, and mandatory meal breaks, rest breaks, and overtime standards.

• Working group composition includes one Board of Nursing member (chair), one Hawaii Health Systems Corporation member, one Hawaii State Center for Nursing representative, three health care industry members selected by Senate President, and three selected by Speaker of House.

• Working group may request assistance from Department of Health and Department of Labor and Industrial Relations.

• Final report with findings, recommendations, and any proposed legislation due to Legislature no later than 20 days before the 2025 Regular Session.
