Request the Office of Planning and Sustainable Development and Land Use Commission to develop an integrated land use plan led by the State Sustainability Coordinator to address competing state plans for agriculture, energy, and housing.

Plan must include land use data for agricultural, rural, and urban districts; analysis of agricultural lands needed for food sustainability goals; analysis of lands needed for renewable energy goals; analysis of land availability for affordable housing (22,500 units target); and recommendations on land needed to adapt to sea level rise and climate change.

Require submission of the integrated land use plan with any proposed legislation to the Legislature by December 1, 2026, with a progress report due by December 1, 2025, and updated reports every five years thereafter.

Allocate $500,000 from the fiscal year 2024-2025 state budget to the Office of Planning and Sustainable Development for two Planner V positions (2.0 FTE), one Secretary III position (1.0 FTE), and resources including computers, office supplies, travel, and other expenses.

Transmit certified copies of the resolution to the Acting Director of the Office of Planning and Sustainable Development and Chair of the Land Use Commission.
