Authorizes the Board of Land and Natural Resources to issue a 25-year non-exclusive easement to HTH DH Ventures, LLC for state submerged lands at Tax Map Key (1)3-1-039: seaward of 065 in Waikiki, Honolulu, Oahu.

Permits construction, use, repair, and maintenance of concrete steps on the state submerged lands in the same location and configuration as previously existing steps that were removed in 2021.

Requires the grantee to pay fair market value for the easement as determined by independent appraisal and subject to approval by the Board of Land and Natural Resources Chairperson.

Covers a total encroachment area of 26.5 square feet, subject to review and approval by the Department of Accounting and General Services' Survey Division.

Fulfills the requirement under Hawaii Revised Statutes section 171-53 for prior legislative authorization via concurrent resolution to lease state submerged lands.
