Request Department of Health to establish a PFAS Testing Grant Program in collaboration with the University of Hawaii to provide testing services and biological sampling for PFAS detection to local communities, businesses, and residents statewide

Direct the Department of Health and University of Hawaii to seek federal funding from United States Congress through Hawaii's congressional delegation and pursue other federal or grant funding sources for the program

Require the PFAS Testing Grant Program to be developed based on best practices and recent scientific evidence related to preserving safe food sources and natural environments

Direct the Department of Health to adopt rules ensuring all grants under the program adhere to standards promoting fairness, transparency, and compliance with applicable laws

Transmit certified copies to Hawaii's congressional delegation, the Governor, Director of Health, and President of the University of Hawaii System
