S.C.R. 129 Summary

• Department of Agriculture requested to establish a Sustainable Food Systems Working Group with co-chairs from the Board of Agriculture and the Department of Business, Economic Development, and Tourism.

• Working group must include members from the Department of Health, Office of Hawaiian Affairs, and Office of Planning and Sustainable Development, plus representatives selected by legislative members with expertise in food security, social equity, agriculture sustainability, circular economy, workforce development, and food governance.

• Interagency food systems plan must address food as a human right, social equity and food justice, system resilience, sustainability, circular economy practices, waste reduction, sustainable fisheries, and disaster preparation.

• Plan must include governance structure, implementation plan, linkage to United Nations sustainable development goals, and incorporation of county food access plans.

• Working group required to submit completed interagency food systems plan and implementation recommendations to the Legislature no later than twenty days before the 2025 Regular Session; group dissolves June 30, 2025.
