Urges Hawaii's Congressional delegation and the Biden Administration to publicly call for an immediate, permanent bilateral ceasefire in Gaza and the return of all hostages.

Calls for de-escalation of hostilities, prompt delivery of humanitarian assistance (fuel, food, water, medical supplies) into Gaza, and continued negotiations for lasting peace in the region.

Notes that between October 7, 2023 and April 4, 2024, armed violence killed more than 13,000 Palestinians and wounded tens of thousands more, with roughly half of casualties being children.

References the International Court of Justice's January 26, 2024 declaration that Palestinians in Gaza faced plausible genocide.

Directs certified copies be transmitted to the President of the United States, Congressional leadership, Hawaii's Congressional delegation, and the Governor.
