SCR 132 Summary

• Requests the Governor to convene a working group to plan remediation of PFAS (perfluoroalkyl and polyfluoroalkyl substances), which are persistent synthetic chemicals linked to health risks including increased cholesterol, weakened immune response, reduced fetal growth, and kidney cancer.

• Working group membership includes chairs of environmental committees from both chambers, Director of Health, representatives from all four counties, two environmental organizations, and two representatives from businesses that manufacture or sell PFAS-containing products.

• Working group must identify all major PFAS accumulations in Hawaii, propose action plans including legislation and remediation strategies, assess environmental hazards and required cleanup, and conduct public awareness campaigns about PFAS dangers.

• Working group must encourage businesses to reduce PFAS presence in products and product packaging, and work on other objectives deemed necessary by the group.

• Working group must submit preliminary findings and recommendations to the Legislature no later than 20 days before the 2025 Regular Session, with subsequent reports due before each Regular Session thereafter.
