Urges all state agencies monitoring environmental toxins and pollutants to establish environmental action levels consistent with best practices and recent scientific evidence for preserving human health and a safe environment

Requires state agencies to provide adequate advance notice to the public that includes all relevant scientific justifications before modifying any environmental action level

Mandates compliance with chapter 91 of Hawaii Revised Statutes, including at least 30 days for public comment and one or more public hearings on proposed modifications to environmental action levels

Urges state agencies to allow residents to petition for modifications to environmental action levels and respond to petitions promptly under chapter 91, Hawaii Revised Statutes

Directs transmission of certified copies to the Governor and Director of Health
