• Study should prioritize clean energy solutions already in existence, such as heat pumps for residential and commercial heating, electrification of land and ocean-based transportation, and renewable electricity generation.

• Study findings and recommendations, including proposed legislation, must be submitted to the Legislature no later than 20 days before the 2025 Regular Session convenes.

• Resolution emphasizes Hawaii's commitment to achieve 100% renewable energy by 2045 under the Renewable Portfolio Standard and opposes speculative investments in combustible fuels, biomass, waste-based biofuels, and non-green hydrogen production.
