Urges the Governor's Senior Advisor for Mental Health and the Justice System to define their role and provide annual reports to the Legislature on jail diversion progress.

Requests the Senior Advisor gather data on community programs funded by the Department of Human Services, Department of Health, and Judiciary that provide services under the SAMHSA intercept model.

Requires annual reports to include identified programs and their capacities, reasons for high failure rates and unmet needs, proposed legislation, and review of federal and state court cases and legal changes related to mental health and involuntary treatment.

Directs the Senior Advisor to submit regular progress reports to the Senate Standing Committee on Health and Human Services and make annual reports publicly available.

Notes that a February 5, 2024 briefing revealed only one percent of post-booking jail diversion referrals were accepted during a one-year period.
