Requests the Hawaii Climate Change Mitigation and Adaptation Commission to develop vehicle miles traveled (VMT) reduction strategies to help achieve the State's greenhouse gas reduction goals.

Directs the Commission to recommend a statewide VMT reduction target and establish benchmarks to evaluate progress toward that target.

Requires the Commission to identify state and county agencies responsible for collaborating on implementation of VMT reduction policies, strategies, and programs.

Mandates the Commission submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 40 days before the 2025 Regular Session convening.

Notes that VMT has increased approximately 40 percent over the last 25 years and current mitigation strategies have been ineffective.
