Department of Education is urged to conduct a thorough study on the impact of teacher salary step movements on salary schedule compression in Hawaii's public education system.

Study must analyze current salary structures, the impact of step movements on salary schedule compression, and make recommendations to improve teacher retention and satisfaction.

Salary schedule compression occurs when experienced teachers with decades of experience earn the same or nearly the same salary as teachers with significantly fewer years of experience due to irregular step movements.

Department of Education is requested to collaborate with the Board of Education, Hawaii State Teachers Association, Department of Human Resources Development, and relevant stakeholders.

Department of Education must submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the start of the 2025 Regular Session.
