Request University of Hawaii at Mānoa to develop a comprehensive plan addressing undergraduate, graduate, and faculty housing facility needs on campus.

Request redevelopment of Hale Noelani facility to increase bed space to at least 1,500 beds using the most cost-effective long-term method.

Request development of a new business model, including potential mixed-use or public-private partnerships, to make Student Housing Services and faculty housing self-sustaining special funded units.

Request creation of a plan to support in-state residents with demonstrated financial need through housing allowances, stipends, or grant-in-aid to ensure long-term affordability.

Require University of Hawaii at Mānoa to submit a report to the Legislature containing conceptual business models, operational plans, and financing models no later than twenty days before the 2025 Regular Session.
