Requests the State Auditor to conduct an audit of the Hawaii Department of Education's capital improvement program and repair and maintenance operations.

Audit should examine challenges in timely project completion from appropriation through allotment release, project planning, design, and construction completion.

Audit should analyze the adequacy of the Department of Education's staffing capacity and resources to manage the volume of capital improvement and repair and maintenance projects.

Audit should review the Department's procedures for assessment and planning, budgeting, and implementation including procurement, contractor meetings, and project monitoring.

Auditor must submit findings and recommendations to the Legislature no later than 20 days before the 2025 Regular Session convenes.
