Requests the State Auditor to assess the social and financial effects of mandating health insurance coverage for medically necessary biomarker testing under House Bill No. 2223, House Draft No. 1 (Regular Session of 2024).

Biomarker testing is defined as analysis of patient tissue, blood, or biospecimens to identify genes, proteins, and other substances for diagnosis, treatment, management, and monitoring of diseases or conditions.

Requires the Auditor to conduct the assessment in accordance with Hawaii Revised Statutes sections 23-51 and 23-52, which specify minimum information requirements for evaluating proposed health coverage mandates.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the Regular Session of 2025.

Directs transmission of certified copies to the Auditor, Director of Commerce and Consumer Affairs, and Insurance Commissioner.
