Authorizes the Board of Land and Natural Resources to lease state submerged lands at one or more state small boat harbors or boating facilities, in part or in their entirety, for private development, management, maintenance, and operation.

Permits lease terms of up to 65 years for submerged lands at state small boat harbors.

Expands current leasing authority from select small boat harbors to all state small boat harbors and boating facilities statewide.

Intended to free Division of Boating and Ocean Recreation resources from harbor operations management to focus on administering the Ocean Recreation Management Program across state ocean waters.

Addresses approximately $300,000,000 in deferred maintenance and capital projects in the Small Boat Harbor Program with an annual operational budget of only around $30,000,000.
