Request that state and county departments and agencies provide public disclosure of data collection methods, including whether data was collected during abnormal conditions such as the COVID-19 pandemic, severe weather, or natural disasters before restricting subsistence fishing.

Require departments and agencies to disclose accurate numbers and explain the steps, methods, and definitions used to determine whether a species is sustainable or unsustainable.

Request that any fishing restrictions, such as bag limits, be temporary and paired with a plan to increase specified biomass along with mitigation efforts addressing threats to sustainable fish production.

Request that departments and agencies generate a report containing clear methods and guidelines for rulemaking that restricts subsistence fishing and post it in an accessible format on their websites.

Direct certified copies of the resolution to be transmitted to the Governor, Chairperson of the Board of Land and Natural Resources, and the chairs of the Honolulu, Maui, Hawaii, and Kauai County Councils.
