Requests the Hawaii Public Housing Authority to use the State's Rent Supplement Program to provide homeowners insurance premium assistance to landlords who rent or lease mortgaged properties to qualified kupuna (Hawaiian elders) in designated lava zones.

Addresses homeowners insurance premiums in lava zones on the Big Island that have increased more than six times over in the years following the Kilauea eruption, which has driven up rents for residents.

Notes that over 25 percent of older adults in Hawaii are classified as low-income and many live on fixed incomes from pensions and social security, facing potential homelessness due to rising rents.

Targets properties located in lava zone 1 or lava zone 2 as identified by the United States Geological Survey Lava-Flow Hazard Zone Map on the Island of Hawaii.

Directs certified copies of the resolution to be transmitted to the Executive Director of the Hawaii Public Housing Authority.
