Requests the Department of Business, Economic Development, and Tourism to propose legislation establishing incentives for firm renewable electricity generation to support Hawaii's 100% Renewable Portfolio Standard by 2045.

Directs the department to consider incentivizing interested parties to pursue firm renewable energy projects for commercial development and to encourage commercial renewable energy developers to bid and build such projects in the state.

References Act 207, Session Laws of Hawaii 2003, which established renewable energy tax credits nearly 20 years ago, noting the need to invest in new and innovative firm renewable sources beyond solar energy.

Requires the department to submit proposed legislation to the Legislature 60 days prior to the convening of the Regular Session of 2025.

Directs certified copies to be transmitted to the Director of Business, Economic Development, and Tourism and the Chief Energy Officer.
