Urges all county councils to adopt supplemental rules under Hawaii Revised Statutes section 514B-6 to ensure condominium property regimes comply with county zoning and development ordinances and chapter 205 agricultural land requirements.

Addresses concerns that condominium property regime development in agricultural areas like Kunia bypasses county subdivision requirements and planning processes, reducing front-end costs for developers while limiting county infrastructure planning and enforcement.

Requests the City and County of Honolulu regulate and enforce land use ordinances in the Kunia area and establish a process to demolish buildings and structures deemed illegal.

Notes that condominium property regime laws do not require county approval, inhibiting counties' ability to plan and enforce agricultural plans and goals.

Directs certified copies be sent to the Mayor and Director of the Department of Planning and Permitting of the City and County of Honolulu and to the chair of each county council.
