Urges the Department of Land and Natural Resources and Board of Land and Natural Resources to adopt procedures for the Dam and Appurtenance Improvement or Removal Grant Program established under HRS 179D-31.

Directs the Department to make publicly available the criteria used to award grants from the program.

Urges the Department and Board to prescribe application requirements and conditions that are based on reasonable grounds, clearly communicated, and made available in writing to applicants and the public.

Calls for allowing applicants to seek clarification of additional requirements and appeal application determinations under HRS 179D-7.

Addresses Hawaii's aging dam infrastructure, mostly built approximately 100 years ago to support sugarcane and pineapple industries, which now lack sufficient economic incentives for maintenance and improvement.
