Adopts the Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act (UGCOPAA) as most recently published by the Uniform Law Commission, updating Hawaii's guardianship and conservatorship laws from the 2004 version.

Implements a person-centered approach requiring meaningful notice of rights to individuals subject to guardianship or conservatorship, their involvement in life decisions, and creation of person-centered plans with court monitoring.

Promotes use of least restrictive means to protect individuals, provides better guidance to guardians and conservators, and enables courts to enter alternative protective orders instead of full guardianship or conservatorship where appropriate.

Removes outdated and offensive terminology and creates new petition requirements to ensure judges have information needed for appropriate decisions.

Directs transmission of certified copies to the President of the Senate, Speaker of the House of Representatives, Director of Human Services, Director of Health, and Attorney General.
