Urges the Department of Health to conduct a study evaluating Hawaii residents' engagement with a range of potentially addictive online activities that disproportionately affect vulnerable and minority populations.

Requires the study to include a prevalence survey measuring participation in social media, internet gaming, pornography, mobile phone use, gambling, and high-risk stock and cryptocurrency trading.

References Hawaii's participation in a 2023 lawsuit filed by 33 states against Meta Platforms, Inc., Instagram, LLC, and other companies for deliberately designing addictive platform features.

Directs the Department of Health to transmit a certified copy of the resolution to the Director of Health.
