States that Hawaii Revised Statutes section 279L-11 authorizes the Department of Transportation to regulate peer-to-peer shared cars at state airports, and Hawaii Administrative Rules section 19-14-3(i) prohibits commercial activities at public airports without Director of Transportation permission.

Requests the Legislature require Turo to conduct a six-month cross-sectional observational study during peak travel periods to assess parking availability and the impact of Turo's business practices on airport parking access statewide.

Requests the Airports Division of the Department of Transportation assess penalties against Turo, Inc. for violations of state law and requests the Legislature monitor Turo's compliance.

Directs certified copies be transmitted to the Director of Transportation, Deputy Directors of the Airports Division, and the Chief Executive Officer of Turo, Inc.
