Requests establishment of a statewide firefighting aircraft program to address Hawaii's geographic isolation and unique challenges in wildfire response.

Urges the Legislature to appropriate necessary funds to create and operate a dedicated program for retrofitting, maintaining, staffing, and operating firefighting helicopters, fixed wing aircraft, and drones.

Authorizes the program to contract for aircraft services and enter into agreements with state and county fire departments to establish deployment policies and procedures.

Addresses current limitations where individual counties operate firefighting aircraft that are difficult to deploy outside their counties during mass emergencies.

Directs certified copies of the resolution be transmitted to the Governor, President of the Senate, Speaker of the House, Hawaii Emergency Management Agency Administrator, and State Fire Council Chair.
