Department of Human Resources Development requested to conduct a sample survey of for-profit, nonprofit, and government organizations in Hawaii that have successfully implemented remote work, hybrid work, or telework arrangements.

Survey should identify best practices including: management practices for remote workers, methods for measuring productivity in remote/hybrid environments, and lessons learned from running remote work programs in the State.

Department of Human Resources Development to collaborate with University of Hawaii Economic Research Organization to identify State areas with lower housing costs combined with limited access to high-paying jobs.

Hawaii Broadband and Digital Equity Office requested to analyze broadband infrastructure conditions in identified lower-cost housing areas with limited job access.

Department of Human Resources Development to submit report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2025 Regular Session, including collaboration with University of Hawaii Economic Research Organization and Hawaii Broadband and Digital Equity Office.
