• Department of Human Resource Development (DHRD) is requested to convene a working group to develop a framework helping state department managers foster thriving work environments.

• Working group framework shall provide guidance on meaningful supervision, employee engagement monitoring metrics, and initiatives including training programs, mentorship, coaching, career development, performance management, and succession planning.

• Working group shall assess gaps in current State Telework Guidelines implementation and develop a framework adaptable across different departments and agencies.

• Working group shall gather best practices from state departments, state and county jurisdictions, non-profit organizations, and private-sector businesses in Hawaii and nationally.

• Working group shall comprise representatives from state departments, organizational development experts outside government, and public sector unions, with a final report due to the Legislature, Governor, and executive department heads by December 30, 2024.
