Request the National Energy Laboratory of Hawaii Authority (NELHA) to collaborate with the University of Hawaii at Manoa to develop updated master and strategic plans to replace versions last updated in 2011 and 2012.

Require the College of Engineering to lead plan development with assistance from the College of Tropical Agriculture and Human Resources, Shidler College of Business, School of Ocean and Earth Science and Technology, and Office of Innovation and Commercialization.

Direct updated plans to focus on research and commercialization pathways for renewable energy technologies, including Ocean Thermal Energy Conversion (OTEC) and byproducts such as hydrogen and cold water irrigation for agriculture.

Require NELHA to submit a progress report to the Legislature no later than twenty days before the 2025 Legislative Session, including identification of new public and private sector partnerships.

Authorize transmission of the resolution to NELHA's Executive Director and the University of Hawaii System President for distribution to relevant university departments and offices.
