S.C.R. 196 Summary

• Urges the United States Congress to call an Article V constitutional convention limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and Congress members

• Establishes that Congress has only a ministerial duty to call the convention upon receipt of applications from two-thirds of state legislatures and cannot determine convention rules, delegate numbers, or state delegate appointments

• Requires voting at the convention on a one-state-one-vote basis and prohibits any consideration of amendments that would modify or repeal provisions of the Bill of Rights

• Recommends that Congress select state legislative ratification rather than special state ratification conventions for any proposed amendments

• Reserves Hawaii's right to provide further instructions to its delegates and recall them for breach of duty, and directs transmission of the resolution to Congress leadership and all state legislatures
