Encourages the Capitol Modern museum and State Foundation on Culture and the Arts to increase opportunities for artists, songwriters, and producers to showcase talent across fine arts, performing arts, music, filmmaking, digital arts, literature, wood carving, photography, ceramics, and creative media.

Urges focus on education, extracurricular activities, and career development for K-12 and college-level art students, with prioritization on marginalized schools and students, including access to career pathways, scholarships, grants, and apprenticeships.

Urges development of collaborations with art-focused entities including the Honolulu Mayor's Office of Culture and the Arts, Hawaii Theatre, Honolulu Youth Theatre, Diamond Head Theatre, Hawaii Youth Symphony, and Creative Lab Hawai'i.

Urges partnerships with public and private schools to equip youth to elevate art productions and create accessibility through performances, classes, and training.

Directs transmission of copies to the Governor, Lieutenant Governor, and directors of relevant state and cultural organizations.
