Urges federal, state, and county governments to collaborate with community leaders and stakeholders to support Neighborhood Security Watch programs in Hawaii.

Identifies Neighborhood Security Watch as a Honolulu Police Department grassroots initiative where trained volunteers lead security patrols in their communities.

Notes that these programs work with law enforcement, government officials, churches, businesses, and nonprofit organizations to conduct safety training and establish emergency response procedures.

Recognizes that Neighborhood Security Watch programs help address escalating crime issues including domestic violence, substance abuse, disorderly conduct, and property destruction while freeing up understaffed police departments.

Requires certified copies be sent to the President, Governor, Lieutenant Governor, county mayors, U.S. congressional leaders, and Hawaii's congressional delegation.
