Urges Hawaii to endorse Taiwan's participation as an observer in the United Nations Framework Convention on Climate Change, International Civil Aviation Organization, World Health Organization, and International Criminal Police Organization.

Supports further progress and speedy conclusion of the United States-Taiwan Initiative on 21st-Century Trade and encourages the U.S. Trade Representative to negotiate a bilateral trade agreement with Taiwan.

Commemorates the 45th anniversary of the Taiwan Relations Act and celebrates Hawaii's 31st anniversary of sister-state relations with Taiwan established in 1993.

Notes Taiwan is the ninth largest U.S. trade partner with $135.5 billion in bilateral trade in 2022 and Hawaii's tenth largest import partner, importing $54 million worth of goods including Kona coffee in 2023.

Directs certified copies be sent to the President, Congress, Secretary of State, Hawaii's congressional delegation, Governor, and Director of Business, Economic Development, and Tourism.
