Request the University of Hawaii Economic Research Organization to conduct a study on Scope 1, 2, and 3 greenhouse gas emissions to support the State's climate change mitigation efforts.

Study must include recommendations for using comprehensive greenhouse gas emissions understanding to accelerate Hawaii's transition to a clean economy and meet climate targets.

Study must include analysis of trends, sources, and impacts of greenhouse gas emissions across the State.

Require submission of study report with any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.

Transmit certified copies to the Governor, Lieutenant Governor, Board of Land and Natural Resources Chairperson, Director of Office of Planning and Sustainable Development, Director of Hawaii State Energy Office, and University of Hawaii Economic Research Organization Executive Director.
